Overlay priority queue now manages popovers and surveys

We've unified popovers, guidance tooltips, NPS surveys, and CSAT surveys into a single priority-based system. Instead of multiple overlays appearing simultaneously and competing for the same screen space, you now see only the highest-priority overlay at any moment. This reduces visual clutter and ensures you're not interrupted by less important messages while viewing critical guidance.
