Per-user spam learning for email filters

We've enabled per-user spam learning in the email system. Instead of using a shared spam model for all users, the filter now learns your individual email preferences. The more you move emails to junk or restore them from junk, the better the filter becomes at detecting spam accurately and reducing false positives.
