Choose domain actions by intent

The fixed three-step checklist has been replaced with an intent-based category selector: Build a business, Use it for email, Secure the domain, and Use it without a site. The separate Tools and Connected services sections are now combined into the selector, where connected services such as email appear as active-state cards.
